   Adobe reader (the complimentary one) has a nice commenting tool, every bit has some browsers (MS Edge do)

   I have just investigated this for you online, and besides those mentioned to a higher place in that location does appear to be several available, all with varying features.

   I think I used Foxit Reader a few years back when I worked for an Academy and the Headteacher wanted to give a presentation to the Governers.
